Ballinger, a 1957 graduate of DePauw University and Carolyn Kneese -- has been published by Rowman & Littlefield Education. "There is a multiplicity of efforts to reform and restructure K-12 education," states a synopsis of the text. "To date, however, reform efforts have yielded little significant change, in effect maintaining a status quo. Here, the authors urge the nation's citizenry to focus on the importance of education and to accept change as required to improve the overall learning of students."

Dr. Ballinger is executive director emeritus of the National Association for Year-Round Education. He has been a teacher, an administrator, a laboratory school instructor, a state department of education consultant, and professional association chief executive, during which he became America's leading advocate for modifying the traditional school calendar.
