Parking Enforcement

Citations and Appeals Process

DePauw Police Department staff routinely monitor parking areas on campus and on streets that run through or adjacent to campus.

  • Violation citations will be issued to vehicles not parked in accordance with regulations.

  • Citations may result in fines.

  • Students may also be referred to the Community Standards process for repeated disregard of parking regulations.

 

Types of Violations and Associated Fines

The following violations may result in citations, many of which are towable offenses:

Additional Violations

  • Falsifying a permit (creating a DePauw permit for personal use)

  • Obtaining, receiving, and displaying improper permits

  • Use of upper-class vehicles by first-year students

  • Use of faculty/staff or other non-student permitted vehicles by students

Any attempt to circumvent the student parking regulations (e.g., using a previously issued ticket) will result in accountability via fines, vehicle impoundment, and/or referral to Community Standards

 

Vehicle Impoundment Policy

  • Five tickets in an academic year may result in vehicle towing for that and subsequent offenses.

  • Impoundment occurs without prior warning; tickets serve as proof of non-compliance.

  • Vehicles may be towed even with fewer than four tickets for serious violations such as:

    • Failure to display the current year’s permit

    • Parking in a handicap space

    • Parking on yellow curbs, fire lanes, or diagonal-lined areas

    • Repeated short-term parking violations

    • Parking that necessitates immediate removal

Types of Impoundment

Towing

  • DePauw Police Department may place a hold on the vehicle before release.

  • Towing fee must be paid before the vehicle is released.

  • Daily storage fees apply for each day beyond the initial day.

  • DePauw University is not responsible for towing damages.

Vehicle Immobilization Device

  • Prevents the vehicle from moving.

  • Installation fee: $100 per placement

  • Daily storage fee: $25 per day beyond the initial day

  • Devices are removed 7:00 a.m. – 3:00 p.m., Monday – Friday upon presentation of payment receipt.

  • Subsequent violations after removal may result in towing and impoundment.

 

Charges for Impoundment

  • If the vehicle owner arrives during the impound process, the officer decides if the vehicle is released.

  • The student is responsible for any fees related to impoundment, regardless of release at the scene.

  • Students should contact the DePauw Police Department for details on completed impoundments.

 

 Responsibility for Violations/Tickets

Students are responsible for any violations involving vehicles they own or have registered on campus.

 

Payment of Citations

  • Citations may be paid at the Payment Services Office in the Emison Admission Building, Room 201.

  • Parking fines will be billed to student University accounts.

 

Appeal a Citation

  • Students may appeal if they believe a citation was issued in error or there are extenuating circumstances.

  • Students: Use the e-services form to appeal.

  • Faculty/Staff: Send an email to parkappeal@depauw.edu with the ticket number and reason for appeal.

 

Authority to Control Parking in Greencastle

State Statute:

  • DePauw Police Officers control traffic and parking on University property and streets adjacent to campus.

  • Enforcement is pursuant to Indiana Code 20-12-3.5-3.

City Council Resolution No. 1998-18:

  • Authorizes DePauw University to regulate parking for student vehicles on Greencastle streets to reduce congestion.

  • Designated area: Walnut Street (north), Bloomington Street (east), Berry Street (south), Jackson Street (west).

  • Full force and effect of law upon passage and execution (Approved May 12, 1998, by Mayor Nancy A. Michael).

University Policy:

  • Students must obtain and display a valid parking permit and comply with student parking regulations.

  • Enforcement applies to University property and adjacent city streets.
